 ABSTRACT

 

This article provides an explanation of the Euro-Med Partnership Initiative (EMPI), an evaluation of its economic and political success so far, and an examination of possible alternative functions and unintended outcomes of the EMPI. The last section of the article discusses the nature of the competitive relationship between the European Union and the United States in the energy industry, in multilateral versus unilateral foreign policy, and in the international arms market, and concludes by asking whether these patterns may imply a new form of inter-imperialist rivalry in the Arab region.
